Spatial layer rate allocation

A system comprising:

• data processing hardware;
• and
• memory hardware in communication with the data processing hardware, the memory hardware storing instructions that when executed on the data processing hardware cause the data processing hardware to perform operations comprising:
• receiving transform coefficients corresponding to a scaled video input signal comprising a plurality of spatial layers;
• determining a spatial rate factor based on the transform coefficients, the spatial rate factor defining an allocation factor for bit rate allocation at each spatial layer of an encoded bit stream from the scaled video input signal;
• determining that the spatial rate factor is outside of a predefined range of spatial rate factors;
• based on determining that the spatial rate factor is outside of the predefined range of spatial rate factors, adjusting the spatial rate factor to a value within the predefined range of spatial rate factors nearest to the spatial rate factor;
• for each spatial layer, allocating a bit rate based on the adjusted spatial rate factor and a rate-distortion optimized quantization;
• and
• communicating the encoded video bit stream to at least one user.
