A belt member for an electrophotographic apparatus, comprising a base layer and a surface layer, the base layer having a tubular shape, and the surface layer being formed on an outer circumferential surface of the base layer,

• wherein the base layer contains at least one of polyimide and polyamideimide,
• the surface layer is configured as a cured product of a resin composition containing a fluorine resin having a hydroxyl group, an isocyanate curing agent, a fluorine-based surfactant, and a silane coupling agent having an amino group or an isocyanate group,
• the isocyanate curing agent has isocyanate groups at both ends and has a molecular weight of 600 g/mol or more and 4000 g/mol or less, and
• with respect to 100 parts by mass of the fluorine resin, the isocyanate curing agent is 10 parts by mass or more and 30 parts by mass or less, the fluorine-based surfactant is 5 parts by mass or more and 10 parts by mass or less, and the silane coupling agent is 1.0 parts by mass or more and 5 parts by mass or less.
