Cartridge with dry shampoo for applicator device

A device, comprising:

• a dispenser connected to a cartridge, wherein the cartridge comprises a formulation;
• a plurality of tips each having a first and second hollow chamber extending along a length of the tip, wherein the first chamber is segregated from the second chamber;
• wherein the first and second hollow chambers include a first hollow inner conductive cylinder placed inside within a second hollow outer conductive cylinder, wherein first inner cylinder is a positive or negative terminal, and the second outer cylinder is a terminal of opposite polarity to the first cylinder, and one or more light-emitting diodes extend radially from the first inner cylinder to the second outer cylinder;
• and
• a controller that controls the amount of formulation that is dispensed from the tips.
