Management of transmission configuration indicator states

A wireless device, comprising:

• one or more processors;
• and
• memory storing instructions, that when executed by the one or more processors, cause the wireless device to:
• receive a first message indicating a first transmission configuration indicator (TCI) state being applicable at a first time for receiving a downlink control channel;
• receive a second message indicating a common TCI state being applicable at a second time for:
• receiving the downlink control channel;
• and
• receiving downlink data via a downlink shared channel;
• determine that:
• the second message is received after the first message;
• and
• the second time is earlier than the first time;
• and
• based on the determination:
• receive, based on the common TCI state, the downlink control channel;
• and
• receive, based on the common TCI state, the downlink data via the downlink shared channel.

A system comprising:

• a base station comprising one or more first processors;
• and first memory storing first instructions that, when executed by the one or more first processors, cause the base station to:
• transmit a first message indicating a first transmission configuration indicator (TCI) state being applicable at a first time for receiving a downlink control channel;
• and
• transmit a second message indicating a common TCI state being applicable at a second time for:
• receiving the downlink control channel;
• and
• receiving downlink data via a downlink shared channel;
• and
• a wireless device comprising one or more second processors;
• and second memory storing second instructions that, when executed by the one or more second processors, cause the wireless device to:
• receive the first message;
• receive the second message;
• determine that:
• the second message is received after the first message;
• and
• the second time is earlier than the first time;
• and
• based on the determination:
• receive, based on the common TCI state, the downlink control channel;
• and
• receive, based on the common TCI state, the downlink data via the downlink shared channel.
