A terminal, comprising:

• at least one processor;
• and
• a storage apparatus, which is configured to store at least one program;
• wherein when executed by the at least one processor, the at least one program causes the at least one processor to:
• encapsulate non-access stratum (NAS) information and access resource (AS) parameter information in a vendor-specific protocol (VSP) packet, wherein the NAS information comprises NAS system information and NAS customization information, and the AS parameter information is used for wired side resource negotiation;
• encapsulate establishment signaling of a wired access network control plane channel in a vendor-specific network control protocol (VSNCP) packet;
• and
• transmit the NAS information and the AS parameter information through the VSP packet and the VSNCP packet.

A non-transitory computer-readable storage medium, which is configured to store a computer program which, when executed by a processor, performs:

• encapsulating non-access stratum (NAS) information and access resource (AS) parameter information in a vendor-specific protocol (VSP) packet, wherein the NAS information comprises NAS system information and NAS customization information, and the AS parameter information is used for wired side resource negotiation;
• encapsulating establishment signaling of a wired access network control plane channel in a vendor-specific network control protocol (VSNCP) packet;
• and
• transmitting the NAS information and the AS parameter information through the VSP packet and the VSNCP packet.
