Method for connection establishment using common random access preamble

An aerial user equipment device comprising:

• a receiver configured to receive information indicating a first number of cells from a network;
• a controller configured to measure a radio quality of each of a plurality of cells and to determine a second number of cells, where each cell counted as one of the second number of cells is a counted cell, of the plurality of cells, having a radio quality that satisfies a predetermined condition;
• and
• a transmitter configured to transmit, to the network, information indicating a state of the aerial user equipment device in response to determining that the second number of cells is larger than or equal to the first number of cells.

A processor for controlling an aerial user equipment device, the processor configured to:

• receive information indicating a first number of cells from a network;
• measure, at the aerial user apparatus, a radio quality of each of a plurality of cells;
• determine a second number of cells, where each cell counted as one of the second number of cells is a counted cell, of the plurality of cells, having a radio quality that satisfies a predetermined condition;
• and
• transmit, to the network, information indicating a state of the aerial user equipment device in response to determining that the second number of cells is larger than or equal to the first number of cells.
