Abstract
A device may be configured to signal scaling window information according to one or more of the techniques described herein.

A device for decoding video data, the device comprising one or more processors configured to:
- receive a picture parameter set;
- parse a first syntax element, specifying whether picture partitioning may be applied to a picture, in the picture parameter set;
- parse a second syntax element, specifying whether reference picture list information is present in the picture header, based on a value of the first syntax element;
- parse a third syntax element specifying whether weighted prediction information may be present in the picture header, in a case that a value of the second syntax element is equal to one;
- and
- parse a fourth syntax element specifying whether quantization parameter delta information is present in the picture header, based on a value of the first syntax element.

- signal a picture parameter set;
- wherein the picture parameter set includes:
- (i) a first syntax element, specifying whether picture partitioning may be applied to a picture;

- (iii) a third syntax element specifying whether weighted prediction information may be present in the picture header, in a case that a value of the second syntax element is equal to one;
