Enhanced congestion control mechanism for sidelink

A wireless device comprising:

• one or more processors;
• and
• a memory storing instructions that, when executed by the one or more processors, cause the wireless device to:
• receive, from a base station, one or more configuration messages indicating:
• a channel busy ratio (CBR) measurement window size;
• and
• a plurality of resource pools;
• determine a layer 3 (L3) filtering coefficient based on the CBR measurement window size;
• measure a plurality of CBRs for the plurality of resource pools based on the CBR measurement window size;
• compare the CBRs between resource pools by applying a weighting factor, wherein the weighting factor is determined based on a relative size of each resource pool of the plurality of resource pools;
• determine at least one transmission parameter based on a filtered CBR, wherein the filtered CBR is based on:
• a CBR associated with a selected resource pool;
• and
• the L3 filtering coefficient;
• and
• transmit, via one or more resources of the resource pool, one or more transport blocks based on the at least one transmission parameter.

A system comprising:

• a base station comprising:
• one or more first processors;
• and
• a first memory storing first instructions that, when executed by the one or more first processors, cause a base station to:
• transmit one or more configuration messages indicating:
• a channel busy ratio (CBR) measurement window size;
• and
• a plurality of resource pools;
• a wireless device comprising:
• one or more second processors;
• and
• second memory storing second instructions that, when executed by the one or more second processors, cause the wireless device to:
• receive, from the base station, the one or more configuration messages;
• determine a layer 3 (L3) filtering coefficient based on the CBR measurement window size;
• measure the plurality of CBRs for the plurality of resource pools based on the CBR measurement window size;
• compare the CBRs between resource pools by applying a weighting factor, wherein the weighting factor is determined based on a relative size of each resource pool of the plurality of resource pools;
• determine at least one transmission parameter based on a filtered CBR, wherein the filtered CBR is based on:
• a CBR associated with a selected resource pool;
• and
• the L3 filtering coefficient;
• and
• transmit, via one or more resources of the resource pool, one or more transport blocks based on the at least one transmission parameters.
