A method of making an composition/target cell complex, the method comprising a step of administering a RP comprising SEQ ID No. 1 to a target cell for forming the composition/target cell complex, wherein the composition/target cell complex causes the target cell to increase production of a one or more sequences of micro ribonucleic acid (miRNA) that decreases production of a target biomolecule.
