wherein the second pad assembly is operable to steer the direction of the drilling of the borehole by selectively extending the second pad while the first pad remains retracted, and
wherein the housing comprises a cavity within the housing, the system further comprising a cartridge comprising at least one of a drive shaft operatively coupled to the drill bit or a motor to rotate the drill bit, the cartridge removably positionable within the cavity of the housing.

### Claim 2 (depends on 1)

The system of claim 1, wherein the first pad assembly and the second pad assembly are each selectively activatable and deactivatable.

### Claim 3 (depends on 2)

The system of claim 2, wherein, when one of the first pad assembly and the second pad assembly is activated, the other of the first pad assembly and the second pad assembly is deactivated.

### Claim 4 (depends on 2)

The system of claim 2, further comprising a switching mechanism operably coupled to the first pad assembly and the second pad assembly to selectively activate and deactivate the first pad assembly and the second pad assembly.

### Claim 5 (depends on 1)

The system of claim 1, further comprising a sensor operably coupled to the first pad assembly to measure a condition related to the first pad assembly.

### Claim 6 (depends on 1)

The system of claim 1, further comprising a plurality of first pad assemblies and a plurality of second pad assemblies.

### Claim 7 (depends on 6)

The system of claim 6, wherein the plurality of first pad assemblies are asymmetrically arranged with respect to an axis of the housing.

### Claim 8 (depends on 1)

The system of claim 1, wherein the cartridge comprises the motor, the motor comprises a fluid powered motor, and at least one of the first pad assembly or the second pad assembly comprises a fluid powered pad assembly.

### Claim 9 (depends on 8)

The system of claim 8, wherein the cartridge comprises the drive shaft and the motor.

### Claim 10 (depends on 1)

The system of claim 1, wherein a flow channel is formed between the housing and the cartridge so as to direct fluid flow to at least one of the first pad assembly or the second pad assembly.

### Claim 11 (depends on 10)

The system of claim 10, wherein the flow channel is formed on an exterior of the cartridge and the at least one of the first pad assembly or the second pad assembly is fluidly coupled to the flow channel of the cartridge.

### Claim 12 (depends on 1)

The system of claim 1, wherein at least one of the first pad assembly and the second pad assembly is removable from the directional drilling system when the cartridge is removed from the cavity of the housing.

### Claim 13

A method to drill a borehole with a directional drilling system, the method comprising:
drilling with a drill bit separate from and operably coupled to the directional drilling system;
inserting a cartridge comprising at least one of a drive shaft configured to operatively couple to the drill bit or a motor to rotate the drill bit into a cavity of a housing of the directional drilling system;
steering the direction of the drilling by operating the directional drilling system, wherein operation of the directional drilling system comprises:
retracting a first pad of a first pad assembly into the housing of the directional drilling system;
selectively extending a second pad of a second pad assembly from an exterior of the housing to apply a steering force against a wall of the borehole to steer the drill bit, the second pad assembly azimuthally aligned with and axially spaced apart from the first pad assembly with respect to a longitudinal axis of the housing; and
continuing to steer the direction of the drilling of the borehole by selectively extending the second pad while the first pad remains retracted.

### Claim 14 (depends on 13)
