In one embodiment, multiple sheets are rolled layers that can optionally be wrapped around a form casing (or pre-rolled inside) and then packaged with one end closed or partially closed. In another embodiment, a rod that assists in loading tobacco into the shell cavity is provided. In one embodiment, the plug takes the form of a mouthpiece. ## Claims ### Claim 1 A smokable article, comprising: (a) a sheet of material that provides a shell having first and second ends, and a cavity that enables containment of smokable filler material, the sheet being comprised of smokable material; (b) a plug of material that at least partially closes the first end of the shell; (c) a removable form casing at least partly inserted in the cavity: (d) a sale package that contains the sheet, the form casing and the plug, wherein the form casing occupies at least a part of the cavity; and (e) wherein while in the sale package, the cavity being unfilled with smokable filler material from the second end of the shell to the plug. ### Claim 2 (depends on 1) The smokable article of claim 1, wherein the shell includes two sheets of material. ### Claim 3 (depends on 1) The smokable article of claim 1, wherein one of the sheets of material is a smokable material. ### Claim 4 (depends on 1) The smokable article of claim 1, wherein the plug is at least partially of smokable material. ### Claim 5 (depends on 1) The smokable article of claim 1, wherein the plug does not completely seal one end portion of the cavity. ### Claim 6 (depends on 1) The smokable article of claim 1, wherein the plug completely seals one end portion of the cavity, but is removable from the shell and once removed no longer at least partially blocks the cavity. ### Claim 7 (depends on 1) The smokable article of claim 1, further comprising a compacting tool that occupies the cavity enabling a compacting of tobacco into the cavity. ### Claim 8 (depends on 1) The smokable article of claim 1, wherein the sheet of material that is sealed so that it cannot be unrolled without damaging the sheet. ### Claim 9 A smokable article, comprising: (a) a first sheet that is a laminate of a first layer that includes smokable material and a second layer; (b) a removable form casing: (c) wherein the laminate is flexible and is wrapped around the form casing and rolled into a generally enclosed form having a cavity; (d) wherein an outer one of the layers is sealed so that it cannot be unrolled without damaging it; (e) a plug that at least partially closes one end of the form; and (f) a sale package that contains the sheets, the plug and form casing. ### Claim 10 (depends on 9) The smokable article of claim 9, wherein a layer includes smokable leaf material. ### Claim 11 (depends on 9) The smokable article of claim 9, wherein a layer includes homogenized smokable material. ### Claim 12 (depends on 9) The smokable article of claim 9, wherein the package that envelops the laminate is sealed to prevent substantial escape of material. ### Claim 13 (depends on 9) The smokable article of claim 9, wherein the plug does not completely seal one end portion of the cavity. ### Claim 14 A smokable article, comprising: (a) a layer that includes smokable material formed in a shell having a cavity; (b) a plug that at least partially closes the cavity at one end portion of the shell; (c) wherein the sheet is flexible and enabling it to be rolled into a generally enclosed form; (d) a sale package that contains the layer and plug; and (e) wherein while in the sale package, the cavity is unfilled with a smokable filler. ### Claim 15 (depends on 14) The smokable article of claim 14, wherein the layer is smokable leaf material. ### Claim 16 (depends on 14) The smokable article of claim 14, wherein the layer is of homogenized smokable material. ### Claim 17 (depends on 15) The smokable article of claim 15, wherein the layer is entirely of smokable leaf material. ### Claim 18 (depends on 14) The smokable article of claim 14, further comprising a second layer that forms a laminate with the first layer. ### Claim 19 (depends on 14) The smokable article of claim 14, wherein the plug is a mouthpiece. ### Claim 20 (depends on 18) The smokable article of claim 18, wherein the second layer does not contribute any flavor when it is smoked.
