A method for producing a chemical substance, comprising:

• a step of obtaining a waste material that is selected from the group consisting of domestic flammable trash, a waste solid fuel, and a waste material derived from petroleum,
• a first carbon mass calculation stage of calculating mass of carbon contained in the waste material by multiplying a total mass of the waste material by a ratio of the mass of carbon in the waste material to the total mass of the waste material, wherein a total weight of the waste material is calculated by subtracting a weight of a garbage truck not loaded with the waste material from a weight of a garbage truck loaded with the waste material,
• a first step in which a material gas containing carbon monoxide and hydrogen is obtained due to thermal decomposition and chemical reaction of the waste material,
• a second step in which a chemical substance is synthesized from the material gas by reacting the material gas in the presence of a microbial catalyst,
• a second carbon mass calculation stage of calculating mass of carbon contained in the chemical substance produced in the second step.
