Managing negotiation of power saving mode parameters between a user equipment and a core network device

An integrated circuit card device, comprising:

• a processor, and
• a memory that stores executable instructions that, when executed by the processor, facilitate performance of operations, comprising:
• determining a number of times that a device, operatively coupled to the integrated circuit card device, was previously instructed by a network device of a wireless communication network to use a network value for a power saving mode parameter instead of a device value for the power saving mode parameter in connection with the device operating in a power saving mode;
• and
• directing the device to send a request to the network device requesting usage of the network value in connection with the operating in the power saving mode based on the number being determined to be greater than or equal to a threshold retry number.

A machine-readable storage medium, comprising executable instructions that, when executed by a processor of a device, facilitate performance of operations, comprising:

• determining a number of times the device was previously instructed by a network device of a wireless communication network to use a network timer value for a power saving mode instead of a device timer value for the power saving mode when the device is operating in the power saving;
• determining, based on a comparison of the number to a threshold retry number, whether to request permission from the network device to use the device timer value or the network timer value for the power saving mode in association with the device operating in the power saving mode;
• and
• sending the network device a request for the permission to use the network timer value for the power saving mode based on a determination that the number exceeds the threshold retry number.
