Terminal and communication method to provide communication services

A terminal in a wireless communication system, the terminal comprising:

• a transceiver;
• and
• a controller configured to:
• establish a radio resource control (RRC) connection with a base station,
• receive, from the base station via the transceiver, first information on semi-persistent scheduling and second information indicating that the terminal skips uplink transmission associated with the semi-persistent scheduling in case that no data is available for the uplink transmission,
• identify a configured uplink grant based on the first information on the semi-persistent scheduling, and
• skip the uplink transmission for the configured uplink grant based on the second information in case that an uplink data is not available.

A method of performed by a base station in a wireless communication system, the method comprising:

• establishing a radio resource control (RRC) connection with a terminal;
• transmitting, to the terminal, first information on semi-persistent scheduling and second information indicating that a terminal skips uplink transmission associated with the semi-persistent scheduling in case that no data is available for the uplink transmission;
• and
• identifying a configured uplink grant based on the first information on the semi-persistent scheduling,
• wherein the uplink transmission for the configured uplink grant is skipped based on the second information in case that an uplink data is not available in the terminal.

A base station in a wireless communication system, the base station comprising:

• a transceiver;
• and
• a controller configured to:
• establish a radio resource control (RRC) connection with a terminal,
• transmit, to the terminal via the transceiver, a first message including first information on semi-persistent scheduling and second information indicating that a terminal skips uplink transmission associated with the semi-persistent scheduling in case that no data is available for the uplink transmission, and
• identify a configured uplink grant based on the first information on the semi-persistent scheduling,
• wherein the uplink transmission for the configured uplink grant is skipped based on the second information in case that an uplink data is not available in the terminal.
