A physical downlink control channel (PDCCH) candidate detecting device for use in a cross-carrier scheduling process, the device comprising:

• a processor;

• a memory for storing program code which, when executed by the processor, causes the PDDCH determining device to:
• determine, by a user equipment, a control resource set p, wherein PDCCH candidates for at least two carriers are located on the control resource set p;
• detect, by the user equipment, at least one PDCCH candidate for aggregation level L in the control resource set p, wherein an ith control channel element (CCE) index of an mth candidate in the control resource set p satisfies:

A physical downlink control channel (PDCCH) candidate detecting device, comprising:

• a non-transitory memory storage comprising instructions;
• and
• one or more processors in communication with the memory, wherein the one or more processors execute the instructions to perform:
• determining, by a user equipment, a control resource set p, wherein PDCCH candidates for at least two carriers are located on the control resource set p;
• detecting, by the user equipment, at least one PDCCH candidate for aggregation level L in the control resource set p, wherein an ith control channel element (CCE) index of an mth candidate in the control resource set p satisfies:
