Method and apparatus for processing activation/deactivation of inter-eNodeB carrier aggregation

A terminal of processing a carrier aggregation in a wireless communication system, the terminal comprising:

• a transceiver configured to transmit and receive a signal;
• and
• a controller configured to:
• receive, from a first base station, a first message for adding a secondary cell (SCell) of a secondary cell group (SCG) of a second base station, the first message including an SCellIndex for the SCell of the SCG,
• receive, from the first base station, a second message for activating/deactivating at least one SCells configured for the terminal, wherein the second message includes a bitmap corresponding to the at least one SCells, and
• activate or deactivate an SCell based on an SCellIndex of the SCell and a value of a bit from the bitmap, the bit corresponding to the SCellIndex of the SCell,
• wherein the SCellIndex for the SCell of the SCG and an SCellIndex for an SCell of a master cell group (MCG) are allocated uniquely within the terminal.

A method of processing a carrier aggregation by a first base station in a wireless communication system, the method comprising:

• transmitting, to a terminal, a first message for adding a secondary cell (SCell) of a secondary cell group (SCG) of a second base station, the first message including an SCellIndex for the SCell of the SCG;
• and
• transmitting, to the terminal, a second message for activating/deactivating at least one SCells configured for the terminal, wherein the second message includes a bitmap corresponding to the at least one SCells,
• wherein an SCell is activated or deactivated based on an SCellIndex of the SCell and a value of a bit from the bitmap, the bit corresponding to the SCellIndex of the SCell, and
• wherein the SCellIndex for the SCell of the SCG and an SCellIndex for an SCell of a master cell group (MCG) are allocated uniquely within the terminal.

A first base station of processing a carrier aggregation in a wireless communication system, the base station comprising:

• a transceiver configured to transmit and receive a signal;
• and
• a controller configured to:
• transmit, to a terminal, a first message for adding a secondary cell (SCell) of a secondary cell group (SCG) of a second base station, the first message including an SCellIndex for the SCell of the SCG, and
• transmitting, to the terminal, a second message for activating/deactivating at least one SCells configured for the terminal, wherein the second message includes a bitmap corresponding to the at least one SCells,
• wherein an SCell is activated or deactivated based on an SCellIndex of the SCell and a value of a bit from the bitmap, the bit corresponding to the SCellIndex of the SCell, and
• wherein the SCellIndex for the SCell of the SCG and an SCellIndex for an SCell of a master cell group (MCG) are allocated uniquely within the terminal.
