A composition of matter having the following chemical structure:
- [HxOx-y]mZn
- wherein x is an integer greater than 3;
- y is an integer less than x;
- m is an integer between 1 and 6;
- n is an integer between 1 and 3;
- and
- Z is one of a monoatomic cation, a polyatomic ion or a cationic complex.

A chemical formulation comprising:
- a polar solvent;
- and
- a chemical composition having the formula:
- Z—HxOx-y
- wherein x is and integer greater than 3
- y is an integer less than x;
- and
- Z is one of a monoatomic cation, a polyatomic ion or a cationic complex;
- and wherein at least a portion of the chemical composition is present as at least one of H4O32−, H5O2 2−, H7O22−, H6O52−and mixtures thereof.
