Developing apparatus, developing method and storage medium

A developing method comprising:

• holding a substrate horizontally by a substrate holder;
• supplying a developer from at least one developer nozzle to a surface of the substrate thereby forming thereon a liquid puddle;
• generating a turning flow in the liquid puddle to stir the liquid puddle;
• and
• moving a position where the turning flow is generated,
• wherein the generating of the turning flow and the moving of the position of the turning flow include:
• rotating first and second rotary members in parallel to each other along the surface of the substrate while the rotary members are being in contact with the liquid puddle at positions different from each other, in which the first rotary member moves from a central part to a peripheral edge of the substrate while generating a turning flow in the liquid puddle, and the second rotary member moves concurrently with the movement of the first rotary member from a position, which is closer to the peripheral edge of the substrate than the central part of the substrate, toward the peripheral edge while generating a turning flow in the liquid puddle.
